I love the concept in your second designs, its so creative! With making the designs move, I would try to make them glow instead! So make one version with duller colors and one with brighter ones so it can blink once you scroll over or somethin. I can't wait to see what you do with your website!

Very fun designs! Love the contrast! Not sure if you could use the TMCC green a bit more to give it some "official" feeling.
