I really like both of the styles of these layouts. The old photograph blended with the modern photography is really cool. Overall, I'd say your second design is stronger. Moving the background really did fix that contrast issue. Good job! The body copy is also easier to read. A few changes I would like to see -- bring Fall 2017 on the same line and Web Design and Publishing to make it one line; make the TMCC logo less dominant.
