I like your first design best, it is well balanced and it clean, the only changes I suggest to lower the intensity of the green background color and take out the paragraphs shadows nicely done.

Both designs are very nice. I personally, like the first one with the TMMC imagery on this one. Just remember the space when adding the link to the other pages. Congratulations this is looking great.
